I need internet for work, but other than that - yeah, sure!

I already self-host many things, and it’d be reasonably straightforward to make them work in local WiFi with no internet. TLS certs would be something to fix (custom CA).

For chatting with friends, I’d set up a low-bandwith software modem over telephone, with some sort of store-and-forward system like SMTP (email) or Secure Scuttlebutt, Syncthing for files.

For keeping in touch with kids in school or other comms needs within a kilometer or 5, I’d buy a handful of Meshtastic radios.
