Arrests and aggressive tactics by ICE and the Border Patrol, many seen on viral videos, have intensified the frustration and fear among residents.
Congress needs to move to abolish ICE, defund the DHS, impeach Kristi Noem, and push for prosecution of those involved for levying war against the United States

That is the sentiment expressed in the full quote taken from the article. I suspect they didn’t lead with “this is a military occupation” because it’s not actually a military occupation, and I doubt they want to appear like they’re expressing the sentiment that it is, choosing instead to simply emphasize that it shares some aspects with an actual military occupation (which is accurate).
Just because the US doesn’t legally consider it a military occupation doesn’t make it not one. But yeah I can see why they might not want to put that in the headline.
I more meant that… like, no, it just doesn’t fit with any definition I’ve seen of a military occupation.
An invasion, attack, terror campaign or etc. are all better fitting descriptions IMHO - a military occupation is a fairly well defined concept and one that just does not fit what is currently happening in Minneapolis. For casual use I can understand why someone would use it, but if I were writing an article about this I wouldn’t want to imply that I personally think this fits the definition if that’s not the case.
I’ve learned something from you. Thanks for the clarification.
