That’s most of South Africa afaik. Has been like that since before I went there for work in 2006/7. When I was there they had scheduled rolling blackouts across all of Capetown each day.

Pretty sure guy told me it was like 5pm to maybe 10pm ? Something like that. Maybe 5 to 9.
I thought it was 4 or 5 hours.
Sounds risky for refrigerator foods.
