Idk, possibly Kraznov continuing to implement his "friend"s plan because he thinks he’s actually liked and not just a foreign asset groomed for 40 years that managed to bullshit his way to the Presidency.
Everyone is saying Russia but I think the obvious answer for me is primarily American capitalists with global interests (plus major foreign capitalists like that fuckface, Elon Musk) that simply don’t care nor need America to be a global hegemon for their profits to increase, and who see America as a good slave base going into the future. Didn’t y’all see all the people from big tech and other industries in that Hunger Games styled Trump party when he began his second term? This means, of course, that the MIC is being sidelined. Is this also making the relative power of countries like Russia and China increase? Sure, that’s why they call him “nation builder” over in Shanghai, lol. But this restructuring and selling off of America, as it retreats into its local sphere of influence and other major players consolidate power in theirs, is a globally coordinated transition with American nationals (the rich are a nation of their own tbh, they don’t give a fuck) at its core.
This isn’t the 20th century anymore, power doesn’t reside in nation-states warring for resources (even if it’s done still, it’s not the main way) as much as it does in multinational corporations who not only directly influence the army’s moves in some places (it’s pretty evident in the USA) but even own mercenary groups that operate outside of international law! Exceptions for this are autocracies and tighter republics like China. 🤷

It just happen that they have common interests and enemies, not only to make white ultraconservatism carved in stone and eradicate progressivism, but also to create their mega-corporate dystopiac plutocracy like getting rid of restrictions on moving their money anywhere and spending where they like, and how they steal from people and control them.
Whose plan? For what purpose?

Ergo, legalizing white-collar criminal activity.
Putin liked the idea?
Well, every single thing Trump has done has certainly been to immense benefit of Putin. Just saying.
